It’s often said that raising a child can cost up to HK$4 million in Hong Kong, and the expenses start even before birth. Private hospital delivery packages aren’t cheap: natural births start from HK$30,000, C-sections can reach HK$80,000, and prenatal check-ups can easily add another HK$20,000. Add in baby gear and essentials, and it’s no wonder many couples think twice before starting a family. A common question is: “Does health insurance cover childbirth?” The reality is, standard medical insurance typically doesn’t cover pregnancy. So if you want to schedule a C-section, recover post-delivery in a private room, or ensure newborn jaundice treatment is covered, you’ll need to consider maternity insurance (also called pregnancy insurance or maternity cover).

To help expecting parents prepare, 10Life has compared different medical plans offering maternity cover, broken down hidden terms, and explained what to look out for before you commit.

What Is Maternity Insurance?

Maternity insurance in Hong Kong refers to insurance plans that provide financial protection for pregnancy-related expenses. These typically include prenatal check-ups, delivery at private hospitals, postnatal care, and sometimes newborn hospitalisation. Maternity cover is not offered as a standalone product; it is usually an optional rider added to a private health insurance plan. That means expectant mothers must first purchase medical health insurance and then opt into the maternity add-on.

Should I Get Maternity Insurance in Hong Kong?

If you're planning to have a baby and prefer private hospital care, then yes, maternity insurance can help protect your finances. In Hong Kong’s high-cost healthcare environment, pregnancy insurance offers peace of mind by covering a significant portion of childbirth expenses. For example, a natural delivery in a private hospital can cost over HK$30,000, while a C-section could exceed HK$80,000. Prenatal visits, ultrasounds, lab tests, and postnatal care easily add up to HK$20,000 or more. These figures don’t include the costs of paediatric care, vaccinations, or infant products. This makes having maternity insurance especially valuable for families choosing private hospitals, where out-of-pocket expenses can become overwhelming without adequate coverage.

While benefits vary widely between plans, and not all costs may be fully covered, understanding your preferred birth setting and expected medical needs will help you select the right plan that covers as many of your childbirth expenses as possible.

What Does Maternity Cover Include?

Maternity insurance typically covers a wide range of expenses throughout the pregnancy journey. This includes prenatal check-ups, private hospital delivery costs, postnatal follow-ups, and newborn care during hospitalisation. In most cases, the reimbursement limits for natural or caesarean birth also include the costs of prenatal and postnatal check-ups, so prospective parents need to read the fine print and understand how benefits are structured.

 

The total premium for an expectant mother is calculated as:

Annual premium = Medical insurance premium + Maternity rider premium

 

Because pregnancy is a planned and foreseeable event, the maternity rider is often more expensive than the base medical insurance itself. For example, as shown in Table 1, all maternity riders cost at least 70% more than the basic premium. In one case, Bupa Hero VHIS Plan (Deluxe) has a base premium of around HK$18,000, but the maternity add-on alone costs over HK$37,000—bringing the total annual premium to more than HK$55,000.

Some high-end medical insurance plans, such as Bupa Global’s Elite Health Plan, already include maternity cover as part of their core benefits. However, these plans tend to be much more expensive, with base premiums exceeding HK$187,000. Overall, maternity coverage is still relatively limited in the Hong Kong market, and 10Life has so far identified only four insurance plans that provide this benefit.

Maternity Cover for Natural Birth vs. C-section

As shown in Table 1, benefit caps vary significantly between plans. Natural birth limits range from HK$28,000 to HK$110,000, while C-section limits range from HK$42,000 to HK$234,000. Some plans use a combined limit for both types of delivery.

For example, the Bupa Hero VHIS Plan (Advance)’s HK$42,000 C-section limit may cover basic private hospital packages, but extra charges like hiring a preferred obstetrician or extended hospital stays can push costs above six figures. This means parents might need to downgrade their room choice (e.g., from semi-private to ward) or pay out of pocket. Planning ahead and choosing a plan based on your preferred delivery environment is key.

What Is the Waiting Period for Maternity Insurance?

Maternity insurance typically comes with a waiting period of 9 to 18 months, meaning that expenses related to prenatal check-ups and delivery will not be covered during the first 9 to 18 months after the policy becomes effective. If a policyholder becomes pregnant during the waiting period, early pregnancy costs won’t be reimbursed, but the insurance can still cover the largest expense: delivery at a private hospital. One of the plans in Table 2 even has an 18-month waiting period, meaning the first year’s premium essentially offers no maternity coverage, and the policy must be held for at least two years to be eligible for childbirth-related claims.

Many mothers say their baby is life’s most precious gift, but the timing of that gift is rarely in our control. Maternity insurance is just one part of a broader medical health plan. So when evaluating options, consumers should consider the plan’s overall suitability, not just focus on the waiting period alone.

What Insurance Can I Buy after Becoming Pregnant?

Once pregnancy is confirmed, expectant parents can consider securing protection for their baby before birth. While maternity insurance is typically purchased in advance, there are still some insurance options for pregnant women after conception. Every parent hopes their child grows up healthy, but if a baby is born with a congenital condition, getting medical or critical illness insurance afterwards may come with exclusions or premium loadings. In fact, some critical illness plans allow fatal enrolment starting from 22 weeks of gestation, giving parents extra peace of mind.
